The 29 year-old has been left out of Stoke's 18-man squad for the last five games and is facing the exit in January after falling further out of contention after the arrival of Michael Kightly.
Pennant, a £1.725 million signing from Real Zaragoza in Jan 2011, has not appeared since the Capital One Cup defeat to Swindon in August.
Solbakken has been hit by an injury crisis at Molineux and was without 10 players for last weekend's game at Blackburn, with winger Slawomir Pezko expected to be out until November with a knee ligament injury.
Pennant is set to complete the formalities of his emergency loan over the weekend and should make his Wolves debut against Huddersfield next Saturday.
